
NWOA MEETING MINUTES

The 2007 meeting minutes were approved as presented.
OLD BUSINESS:
1. Pat discussed our NWOA website and emphasized that we are attempting
to include articles that will be of interest as well as educational for the official.
One article on the website is “Instructions for the table workers”. This covers
the basic instructions that all table workers need prior to working a competition.
Pat emphasized that we need officials to submit articles on officiating that will be of help for others.
2. Pat reviewed the NCAA Division I, II and III tournament sites.
The NCAA D1 site for 2009 will again be at St. Louis
The NCAA D1 site for 2010 will be Omaha, Nebraska
The NCAA D1 site for 2011 will be Philadelphia
3. Pat mentioned that the coaches, officials and evaluators all are very supportive
of having the NCAA D1 tournament held every year in St. Louis.
NEW BUSINESS:
1. Dave Frisch was presented with the Golden Whistle Award for his 24 years of
Officiating at the NCAA Division I tournament. He is retiring at the conclusion of the tournament. His wife, two daughters, and brother were also in attendance to observe the presentation.
2. Pat discussed the recent rule changes and also mentioned that some of our
recommended rule changes have been implemented.
a) Protests, when determined not to be judgement calls, cost the coach $100 to file a protest. If the protest is over-ruled, the coach loses the
protest fee.
b) Wrestlers grooming was discussed. Some universities started the
tournament in the minus-score column due to their wrestlers not being
properly groomed. The penalty sequence is W-1-1-2 Head Coach
is removed from the premises, Therefore, if three wrestlers on one
team not properly groomed (prior to weigh ins) the coach would
be gone.
3. Pat discussed the rules video and the need for good video clips. The
evaluators and tournament committee record any situations that should be considered for the next rules video. A form is used that includes the mat number, period, time, wrestlers involved and the situation. All matches are video taped and the coordinator of the video process locates the situations and submits them to Pat McCormick for use in the rules video presentation.
4. Lynn Dyche discussed the evaluation and ranking process as well as the
history of the process over the past 15 years.
a. Officials are evaluated throughout the tournament
b. They are ranked #1-20 on Friday & Saturday after the medal round.
c. The total of the two rankings determine the final ranking of the official
d. The top ten ranked officials officiate the championship finals.
e. Five of the ten evaluators have extensive D1 officiating experience.
f. There is a need to have an evaluation process at the D2 & D3
tournaments.
5. Pat discussed the rule change process and how the rules committee reviews
all recommended rule change proposals.
Our NWOA members did not suggest any recommended rule changes for next season..
The meeting was adjourned at 3:30.
