a)      The evaluators note situations throughout the NCAA D1 Tournament and

Pat sends the information to Gordon Connell who obtains the clips from the video taping that is done at the tournament and sends them back to Pat

for use in the rules video.  The information send to Gordon Connell includes the Match number, mat number, time in the period that the

situation occurred, the two schools involved and the situation.

  1. Pat explained his role as the Coordinator of Officials for Wrestling.  This position

was established in 1989.  For the first time, the coordinators of all sports met in

August, 2006, so that they could learn and understand what the coordinators role

is in every NCAA sport.  It was very informative.

  1. Evaluators-The role of the evaluators was explained.  Pat pointed out that an

attempt is made to use evaluators who have officiated at the D1 Championships.

At the present time five of the ten evaluators have NCAA D1 Officiating

experience.  Also, coaches are used to evaluate and at the 2007 tournament two

past members of the Wrestling Rules Committee are serving as evaluators.

  1. A review of the rule change recommendations that were made by NWOA

Members at the 2006 NWOA meeting was held.

a)      Coaching attire was discussed and it is felt that the coaches and trainers

appear much more professional with the new coaches Code of Conduct.

b)      The rule was clarified so that any part of the foot or hand on the line is

in bounds and could result in a takedown being scored.

c)      Fleeing-Point of Emphasis.  Give points when fleeing is “felt’ by the

      official.

NEW BUSINESS:

  1. The treasurers report was given.

a)      As of March 16, 2007 there was a balance of $4500 in the NWOA bank

      account.

b)      To increase our membership it was recommended that we place more

emphasis on each state and the state associations to become involved.

NWOA members were to contact the officials associations in their state

t encourage membership in NWOA.

c)      It was suggested that we put our membership application form on our

website.

  1. Recognition of recently retired D1 Officials was given.  Tom Gaylin, Ken Mara,

Fred Ambrose and Chuck Yagla were each presented with a “Golden Whistle” award by Pat McCormick.

Note-The awards were engraved incorrectly.  The engraver was contacted and

he corrected the engraving and mailed the awards to the four officials at his expense.

  1. A discussion was held on possible new rule changes.  The following suggestions

were made:

1-The choice of position after the second time out should be a major point

of emphasis in the rules video.

2-The figure 4 around either the body or head should be a Technical Violation.

3-It was also discussed weather the figure four “sash or drape” should be a

        Technical Violation.

  1. Vice President, Pat Fitzgerald gave an update on the NWOA rings.  An official

can purchase a ring if they meet the following criteria:

1-The official has officiated one Division I Championship match.

2-The official has officiated any combination of five NCAA D1, D2, or

                     D3 championships

Respectfully Submitted,
